There's a PTR showing in the bnet launcher. Is that new?
Here could have been a big hopium post about the Chinese D2R release on August 27 and what it could mean for the next update to our D2R. Also covering the rumored new set and extra stash tabs mentioned in MrLlamaSCās video, where he also mentions that Matthew Cederquist revealed at ChinaJoy that the Mosaic Runeword will be significantly tweaked for next season.

1.nerf Mosaic
2.paid stash with some tweak become available in Gold
3.new set
4. paid feature to make something direct buy from shop. aka package, regular/ premium
5.timed experience plus by paid
Things we are no need to focus but new set Boots that can replace war traveller and some 0 lv requirement gameplay means no need to equip Insight sigon Death

Favor Perfect Amethyst over Perfect Skull...
These days, I don't need that much Perfect Skull, it is less encourage to pay in Perfect Skull but it will treat slightly better than Perfect Gems.

I doubt they will include paid features. Diablo 3 also has "global" (not really global, but split by region by platform) and Chinese versions, and the latter has RMT and even P2W, but those versions were never merged. Luckily.
