Unfortunately much less because it has neither 20 fcr nor 2os.

But it has 5 useful and 1 ok ish affixes and 4 of them rolled (very) high.

"It has to be better than

Shako to have value" and this is (at least in some cases).
You lose mf, life, mana and damage reduction compared to

Shako but you gain AR, stats (10 dex vs 2 all), and all res.

It's comparing apples with oranges now and Palas usually don't get enough res from shield and stuff. But the AR (close to max roll) and extra dex makes it nice for zealers.
