The answer is no. "X% enhanced damage" on a weapon doesn't work with Smite, only flat integer "Damage +X" like Grief (and a couple other weapons, can't recall off top of my head.

In a VERY simplified form, damage output is calculated as such:
((A*B)+C)*D
A is weapon base damage
B is the +enhanced damage% on your weapon
C is the +min/+max damage (this is where Grief's flat damage is calculated)
D is the enhanced damage (called off hand enhanced damage) from the rest of your gear and skills, not the weapon
*Remember your order of operations*
However for Smite and kick damage, +%ED weapon damage (normally group A) is calculated in group D as off hand enhanced damage. But flat damage is still calculated in group C for Smite and kick.

You are correct! I was thinking and referring to the +ED% on shield (for v1.11 - does not apply on v1.10 and below). The "weapon" was the shield since with Smite you are using the shield as the weapon in the animation. But I definitely should have been more specific.

This is where i saw significant difference in using Phoenix versus Exile, the ED of Phoenix shield multiplies damage of Smite a lot...
Yes, Phoenix is the BiS shield for Smiters, at least for raw damage output. You need it to maximize kill speed vs Dclone (only really needed though if you expect to help a lot of people in quick succession after a Dclone walk). Against Ubers it’s much safer with Exile, but as long as you can keep Life Tap up reliably, you can definitely use Phoenix there too.
