What would you say could this be worth? Must be better than Mara's for the Cast Rate?

Mara's also has 2 all stats and the 2 all skills help with BO from CTA.
Additionally, Mara's has stable resell value, so you can always buy one as an intermediate solution and sell it afterwards with little/no loss. That's harder with a char specific item.

To value your amulet:
Rare amulets can have up to 6 good properties, crafted ones up to 5 (4 affixes + 10fcr roll).
You got 3 good properties, with the all res roll good but not awesome (max is 20). Mana is not useless, so let's also add some value for this.

Rings can have 10fcr and/or 11 all res. Other items behave similarly (e.g. Viper vs. CoH). So you can argue that your 10 fcr does barely compensate the 16 all res missing vs. perf. Mara's.

Conclusion: I would value it around

Energy Shield, even without it, resistance are in a completely different group than FCR. FCR is weighted more than res for sorc. You can't compare Mara's to an amulet that has FCR. Apples to oranges.
