After Terror Zones, do still worth to buy a high ilvl junk Grand Charm to re-roll?
As far as I understand, any character L89+ can get a "ilvl 91+ Grand Charm" on Terror Zones even from normal mobs (mlvl 91+)

Yes, they do still occasionally sell. Especially in bulk to re-rollers who don't want to waste time hunting them.
