MF do not increase the drop chances for Runes, Charms and Jewels (OK )
But MF increase the chance of Charms and Jewels being rare (in the case of Jewels) or unique (Jewels and Grand Charm), which in some way may be a disadvantage
i would agree with the previous speakers. Council is a top location to farm runes/jewels/charms. It's always nice to get a random unique on top of the council rare/magic drop, but there are much more efficient locations for MF.
In that sense, i would suggest prioritizing kill speed and mobility if you really looking towards efficiency. Grief is a must, other slots are less important and usually could be filled with dirt cheap items. The second weapon can be almost anything - Death, BotD, another Grief, etc. Cham your helmet (my go is Guillaume's, but that is optional) if you have the Wealth l, get a pair of dwarf stars and you are good to go.
btw do avoid any cold damage on you and particularly on your merc - he normally doest not help you significantly as you will melt council members on P1 yourself, so just make sure he does not mess things up
I don't see any benefits to cannot be frozen on Whirlwind barb, I would rather just socket some mf or gf and use rings, belts that benefit me in other ways.
Also I treat Travincal as a combo deal, for me its runes(yet to see some good ones), magic items, jewels and gems, Gold (which I use to gamble for random stuff (got 3/20 java gloves out of it and couple cool rare rings).

Patch 2.4.3 (I think it was) changed it so that being chilled actually reduces attack rate with Whirlwind - i.e. that you need more IAS to reach the same WW breakpoints when chilled. Prior to that being chilled only affected Whirlwind movement speed, and being frozen might have actually been considered beneficial (you'd attack at the same frequency, just plow slower through the enemies).

5 frames is 25% less dps than 4 frames. It's significant, but maybe you wouldn't notice as easily at p1
Yeah, 2-3 passes and everything dies, maybe if i was joining online lobbies to farm the council but otherwise it is not worth in my humble opinion.
If i swap the other sword for Lem filled Phase Blade, the difference in dps might be worth it to consider chamming the helmet or taking ravenfrost.
