What I'd try next is first to see if you can reach those servers. Open you cmd promt and try using the pring command on the server to see if you can reach it:

ping eu.cdn.blizzard.com

Pinging cdn.blizzard.com [2a04:e802::5] with 32 bytes of data:
Reply from 2a04:e802::5: time=22ms
Reply from 2a04:e802::5: time=21ms
Reply from 2a04:e802::5: time=22ms


In my case, I get a reply back in 22ms so I can reach it. If you cannot then it probably could be a DNS problem and I'd suggest changing your DNS routing entries to try google public ones and see if that helps.

You can also see what the URL eu.cdn.blizzard.com is resolving to.

You can run nslookup on cmd prompt like this:

nslookup eu.cdn.blizzard.com

it should return the following list of IPs:

Non-authoritative answer:

If it does not return these IPs, try changing your DNS server to 8.8.8.8 and 8.8.4.4, like @azeroti sugested.

If you change it, flush the dns and rerun the nslookup.

I scoured the net last night as well, and found that a number of people said the solution was an OS repair/reinstall. Potentially something wrong with system files.

Hope I'm wrong, and that it's an easier fix for ya (like the DNS one above), but if you really can't get it working after all these other suggestions, that may be your best bet.

When I'm not slaying demons, I'm usually out hiking mountains.

I didnt delete Settings.JSON because D2R folder in C:\Users\WindowsUSERNAME\Saved Games\ doesnt exist.

After reading both of your descriptions, I have an idea. I don't think it's the system files that missing or corrupted, I think it's the B-net file either missing or corrupted. And repair or reinstall B-net sometimes can't fix the problem from what I've read. The possible solution is to uninstall b-net first, then restart the computer. After the reboot, manually delete B-net installation folder completely, and then do a clean installation of b-net.

Read abit of what ppl have commented. Not knowing exactly what is going on, basing on the initial OP issue, maybe these could be the factors?

Your OS is not blocking the app from launching? Firewall, virus scanner?

Like some have mentioned, a corruption of data of sort that relate of the proper launching of the bliz app?

Try to reinstall the software again, leave it in default path and default main hdd drive assuming you have multiple storage drives and watch carefully to the installing process and see what you could spot.

Based on your comp specs, it is more than enough to even run d2r at 1440p or higher at max resolution, so 1080p shouldnt be the issue.

I assume other blizzard games launch ok for you? If you have multiple bliz games and al of them failed to launch via the launcher than it seems to be on your computer side of issue?

I'll try to repair the OS tonight, if it doesn't help I will install Win11

I checked and I can run hearthstone and ow2 normally

Okay.... I managed to solve my issue

For anyone facing similar problems in the future: if you didn't already, try upgrading your Windows to 11. The second I upgraded my Win to 11, the game ran flawlessly after reinstalling both bnet and d2r.

I'm glad you worked it out, but I'm using Windows 10, I've been playing since D2R's release, and I've never encountered the issue. Windows 11 probably fixed an issue that existed in your Win10 installation.

I'm glad you worked it out, but I'm using Windows 10, I've been playing since D2R's release, and I've never encountered the issue. Windows 11 probably fixed an issue that existed in your Win10 installation.
I am glad you resolved but i dont think its because u upgraded to win11 that got d2r working again…

As i have been playing d2r and other bliz games with win10 for ages :)

It seems to be some sort of conflicting between ur win10 vs d2r, since u said ow2 n other bliz games worked fine…

But yeah , glad u resolved it
