What I'd try next is first to see if you can reach those servers. Open you cmd promt and try using the pring command on the server to see if you can reach it:
ping eu.cdn.blizzard.com
Pinging cdn.blizzard.com [2a04:e802::5] with 32 bytes of data:
Reply from 2a04:e802::5: time=22ms
Reply from 2a04:e802::5: time=21ms
Reply from 2a04:e802::5: time=22ms
In my case, I get a reply back in 22ms so I can reach it. If you cannot then it probably could be a DNS problem and I'd suggest changing your DNS routing entries to try google public ones and see if that helps.

Hope I'm wrong, and that it's an easier fix for ya (like the DNS one above), but if you really can't get it working after all these other suggestions, that may be your best bet.

After reading both of your descriptions, I have an idea. I don't think it's the system files that missing or corrupted, I think it's the B-net file either missing or corrupted. And repair or reinstall B-net sometimes can't fix the problem from what I've read. The possible solution is to uninstall b-net first, then restart the computer. After the reboot, manually delete B-net installation folder completely, and then do a clean installation of b-net.
Read abit of what ppl have commented. Not knowing exactly what is going on, basing on the initial OP issue, maybe these could be the factors?
Your OS is not blocking the app from launching? Firewall, virus scanner?
Like some have mentioned, a corruption of data of sort that relate of the proper launching of the bliz app?
Try to reinstall the software again, leave it in default path and default main hdd drive assuming you have multiple storage drives and watch carefully to the installing process and see what you could spot.
Based on your comp specs, it is more than enough to even run d2r at 1440p or higher at max resolution, so 1080p shouldnt be the issue.
I assume other blizzard games launch ok for you? If you have multiple bliz games and al of them failed to launch via the launcher than it seems to be on your computer side of issue?
If it does not return these IPs, try changing your DNS server to 8.8.8.8 and 8.8.4.4, like @azeroti sugested.
If you change it, flush the dns and rerun the nslookup.

I'll try to repair the OS tonight, if it doesn't help I will install Win11
