Description

I've come across these two cold damage small charms.
I understand the small charm name drives the required clevel. What I don't understand is the rationale behind the lower required level charm having 40% higher the max damage of the range. Could it be a design blunder?

Because the lower required level charm has 2 affixes (Shivering and Glacier) that add cold damage. The sum of 2 max damages on that charm is higher than the 1 on the higher required level charm.
