The best place to farm Cow King's Hooves is from normal The Cow King. with around 1% chance at 0% magic find and around 2.3% chance at 200% magic find.
The set Cow King's Leathers can only drop in the Secret Cow Level. It is best farmed on Nightmare since The Cow King can drop all 3 pieces on that difficulty. If you already have Cow King's Horns you better farm the other 2 pieces in normal. D2R allows you to kill The Cow King repeatedly and should be focused to obtain this set.
