D2R 2.5 Cold Rupture is one of the new Sundering Charms.
When placed in the inventory (not in Horadric Cube), it reduces all enemies' cold immunity (100%+ physical resistance) to 95% resistance as well as confers -70% to -90% cold resistance to your character.
Cold resistance is listed directly in your character screen and negative values can be offset by any +% cold resist gear.
Cold Rupture only drops from champion, superunique, or boss-type monsters in terrorized zones on Hell difficulty with a relative drop chance of about 5:17 (on average 5 in 17 sunder charms dropped could be a Cold Rupture).

Cold Rupture is a very popular sunder charm, particularly among Sorceresses specializing in Frozen Orb and/or Blizzard. It can be incorporated relatively painlessly into appropriate builds, as its penalty is cheaply mitigated with the humble Thawing Potion.
While Cold Mastery only functions at 1/5 effectiveness against sundered targets, the skill is still an easily accessible means of significantly boosting the player's damage against such targets.
Weapons such as Ice for Amazons specializing in Freezing Arrow and Doom for Paladins using Zeal in tandem with Holy Freeze can significantly boost the effectiveness of the sunder effect.

Note that this only sunders immunity to cold damage: monsters that have a specific immunity to freeze/chill will still not be slowed or frozen by your cold damage, even though they will be taking damage. (the same goes for slows & freezes from non cold-damage sources, such as that provided by a Cham rune)
An example of such monster is the "Death Lord" (the yellow-colored variant of Blood Lord you find in Worldstone Keep) which doesn't even have cold immunity, but does have a "chill effectiveness" of zero. There is no way to overcome this effect immunity.
