Description
I’m trying to reroll a blue magic weapon into a cruel prefix, does it matter what gems to use? I’ve tried 3 chips, 3 flawless 3 perfect, they all seem to work but some give sockets and a reroll. Does it matter which gems to use?

3 perfects to reroll a magic with the same item level
the others are socketing recipes with fixed (low) item level
so start with a high item level ad 3 perfects

Each combination of gems is a different recipe, and create a new magic weapon with a different ilvl
3 chipped - Recipe: Socketed Magic Weapon ilvl 25 - ilvl 25 (and will add socket)
3 flawless - Recipe: Socketed Magic Weapon ilvl 30 - ilvl 30 (and will add socket)
3 perfect - Recipe: Random Magic Item of Same Type - ilvl = original ilvl of the item. Generally the level of the monster that dropped it (or your level -5 to +4 if you gamble) (and will lose any previous socket)

So only the last Recipe can create weapons with Cruel affix, and you need a a weapon with enough ilvl (probably any weapon that dropped on Hell or that you gamble with a high level character will work)

I started with a Colossus Blade, trying to get cruel Colossus Blade of quickness.
So the best chance is to use 3 Perfect Gems? When I use chips and flawless it still rerolls it to a new magic variant of the colossus.

best no... the only one that may roll Cruel is the 3 Perfect Gems Recipe
But it is not recommended to spend your Perfect Gems re-rolling a weapon...
If you trade, you can easily trade some Perfect Gems for a unique/set/runeword sword that will be way better than a cruel magic weapon...
Or if you don't trade, spend your time farming runes on The Countess.

Sword RWs that match the CCBoQ criteria (40% IAS, 201%-300% ED):
- Oath - 50% IAS, 210%-340% ED; Indestructible (allows ethereal bases)
- Breath of the Dying - 60% IAS, 350%-400% ED (strictly better than CxxoQ); Indestructible
- Call To Arms - 40% IAS, 250%-290% ED (slightly lower than Cruel, but with less variance; also see below)
- Grief - 30%-40% IAS, +340-400 Damage (not ED, but worth it)
On the other hand, magic items can have up to 2 sockets, which you can socket with IAS or ED, or Zod rune, if they're ethereal (which is not an option for non-indestructible RWs).

You're right, runewords (especially OP 1.10 ones) relegated the other item qualities to being mostly obsolete, except some very rare ones, such as JMoD or 6/40.
In addition, they made characters look kinda boring — everyone in grey, bland bases. The only place we can see shiny colorful magic items are Valkyries.
