Perfect Skull endlessly and always has the chance of +2 skills.

Rare Jewels can be rerolled using

Perfect Skull, but the ilvl is degraded. However, this can be used to create powerful Jewels for lower level characters.

Take special note of the

Diadem's high qLvl (quality level): if an item's qLvl is greater than its iLvl (item level), then the iLvl is raised to equal value.

In addition to their qLvl, Diadems possess a magic level of 18 that is added to their iLvl for a total of 103 (capped at 99).

Affix levels are dependent on the final iLvl an item is given; thus, any

Diadem can spawn the highest level affixes regardless of where it's found.

That last point is especially important when re-rolling items via cube. A player may continuously reset a

Diadem's modifiers as many times as they wish - the quality and magic levels will always stay the same.
