It's not possible in D2R anymore. It was possible back in LoD.

Technically, both skills are and have always* (since D2/LoD patch 1.10, see EDIT below) been prohibited from appearing on scepters. They were prohibited on scepters back in the day too (since patch 1.10), but every time the game rolled a skill to appear on a scepter, the roll always included all paladin skills, even these two prohibited ones. If it came up Holy Shield or Smite, the game would do a second roll. And if it happened again, it would do a third roll. And so on. I think after 7 consecutive rolls (someone correct me if I'm wrong) it gave up and just used whatever the roll said. That's why it was so incredibly rare to come up with either Smite or Holy Shield. It had to do a roll for either of those skills several times in a row, which makes the odds astronomically low.

They removed the upper limit on number of rolls in D2R. Therefore, it can no longer happen - the game will simply keep rolling the skill until it comes up with anything that's allowed on a scepter.

EDIT: Clarification after post by @DarkMaster: The skills were allowed on scepters in D2/LoD before patch 1.10. It was D2/LoD patch 1.10 that made them forbidden on scepters.

Smite

were valid staffmods in 1.09 and prior, it was 1.10 that made them "forbidden" and much harder to roll.

And yeah AFAIK they made it to where it keeps rolling infinitely until it selects a valid staffmod, it's been that way since D2R launch. Bit of a bummer IMO, little quirks like these were fun but oh well.
