Back then, -before sunders- the above answer was right. Now, that
Cold Mastery
works at 20% efficiency against sundered monsters, it should be maxed (as long as you dont have other important skills and such).

example a: With -175%
Cold Mastery
and 3*5/5 facets a sundered mob has 95-{(175/5)+(3x5)}=45 cold resist, so you do 55% of your listed damage.

example b: With -250%
Cold Mastery
and 3*5/5 facets a sundered mob has 95-{(250/5)+(3x5)}=30 cold resist, so you do 70% of your listed damage.

so against a sundered immune, you do around 27% more damage with maxed
Cold Mastery
in our example.

so from the other side - non immune mob - is it true, that -200% is max, as the game mechanics limit?

The most you can do is twice of your listed damage, if the enemy has -100% cold resistance. AFAIK there are no mobs that are not immune and have more than 75% cold resistance naturally, so -175% is the optimal amount against non immunes (since -175% already achieves double damage).

immune is at least 100% res and upwards. They can only be broken by
Conviction
\
Lower Resist
curse\sunder charms. Your
Cold Mastery
(after somehing else broken the immunity, since cm cannot broke immunities by itself) will only work at 20% efficiency against them,.
7
Lower Resist
and
Conviction
will only work at 20% against immunes too (to break and after break/sunder)

But for physical imunes,
Amplify Damage
and
Decrepify
work at 100% (to break and after break/sunder)

so for the cold sorc infini merc is not necessary or let's say doesn't change much.

Kinda ..

Againt non-immunes, Infinity will not help (supposing you already have a very high
Cold Mastery
)
And Infinity's
Conviction
12 is normally not enough to break most Cold Immunity either...

So the better path is use
Cold Rupture
to break/sunder.

Use Infinity Merc if you want to maximize damage against immunes (beside maximize
Cold Mastery
).

Also a niche rune word Doom will add up to -60% to enemy cold resistance, a big hit!

Cold Rupture
+
Cold Mastery
+ Doom + cold facet and you are in -100% to enemy cold resistance territory.

a non meta opton to boost your damage against immunes is replacing your weapon with the Doom runeword.

Assuming that you are using one of the traditional set of HoTO, DF, Oculus, you will lose a good amount of the added FCR. However, it would not affect your that much since Blizzard has cooldown.

Also if playing a blizz or
Frozen Orb
sorc, there's not really a downside to maxing
Cold Mastery
, its not like you have a lot of different skills to max

Well, the blizzorber (which i belive is the smoothest cold sorc since blizz and orb doesnt share their cooldowns) doesn't really have the points to max everything:)
