Does the enemy Cold Resist reduction from Sorceress Cold Mastery apply when the Sorceress hits an enemy with a melee weapon that conveys Cold Damage?
What about for weapon proc’d spells that the Sorceress may not be specced into, like from Voice of Reason?

The source of cold damage does not matter, the minus cold res is applied as a bonus to your character stats and it does not make a difference if the damage comes from item or skill etc. The same goes also for example for Freezing Arrow amazon
