Blizzard seems to be a little unprecise about the true nature of the buffs they apply. I got it so far that a certain TZ will be active the whole day - or did i get something wrong?

This event is epic!!! It means I have to reroll every single RW into perfect bases which we all will find.

He's not wrong. That is today's buff.
Cows was yesterday's buff.
"today" merely isn't something that starts targeted at midnight (and even if it were, obviously not for everyone, seeing how it is globally synched). Switches at 11am PST each day.
Though I find it hard to call today's a "buff", seeing how a 15 minute cycle is just stupidly annoying.

buffs rotate at 11am pst, so yesterday's was cow. today at 11am pst, they did the tz rotating every 15min. tomorrow 11am pst they will have something else
