"What is budget UBERS gear?"
Is it acquiring items of moderate-low trade value?
Is it things you can easily farm yourself?
Does this mean viable for single-player?
See, when UBERS first released for LoD years ago, it was strictly online, with mods you could bypass this, otherwise get online. Now? it's open to both. When I look at budget guides I no longer, if for D2R, see online trade value as my median for what is bare-minimum.
I will say, more gear = better time, but I am actually shocked at what is available as early as mid-50's for a smiter. Mid-50s bare-min is a challenge and mostly recommended for online, as dying is severely less taxing. That is not to say a single player playthrough can not run it, but if you die... I mean lol HC anyways, so just do not die, already, right? Mini-UBERS, baring DurFREEl, Lilith and Uber Izual can spawn with nasty packs, Izzy can tele and follow, but Lilith? Generally speaking once you get to pandemonium dying is a lot less taxing, in SP.
I want to test sorcs and see if mini-uber farming can be easy with her, cause tele makes like easy. OR MAYBE A FOH PALLY??!??! Hold on, gonna research after post, this here, is like an edit, I was almost posting this. Two paladins one sorceress or two paladin two sorceress. IDK I need to test.
I have always either ran mini's with tele neck/staff, or slow pushed, or traded for organs. My old group used to mainly buy organs for runes and then trade torches, so I did a lot more of the easy stuff, I hated Lilith and you should to. If you beat her you beat UBERS, seriously. 2 Walls in her and Meph and his wall is like an annoying barb-wired fence. Lilith is more like the great wall, it's fun at first, but it get's old quick.
My new budget is generally tied to my ability to leave and rejoin online games, but also knowing what to shoot for in single player.

Magic/Rare necks with simple +3 def auras or 1/2 all or def with resists

Various SC/GCs in inventory (FHR GCs super common normal A1 - light/cold/all res's - Life - Mana/str/dex)
This is an entry super bare-min to me. While I would not really recommend doing it on single player, as I said mini-UBERS boss packs can make some runs difficult with Lilith, specifically. I did manage multiple kills on each and a full clear in 5 attempts. i died to Lilith and friends twice, Izzy once, I still don't know how, and Meph twice, but I went back, for Meph, and got my body both times. I reset 3 times for the other deaths, however.
There is a simple, basic guide to building a budget smiter, ideally online, if you plan on the bare-min. Antidotes and thawing potions can help on Meph/ Lilith, and more, but try not to make it a requirement.
Overview
Fanaticism is good, but it's a lot less valuable than i gave it credit, a lot of Smite comes down to either crushing blow or just good enough gear. Now, that is not to shit on Fanaticism, I love the aura still, but if putting more into salv helps reach 75/75 cold/lightning on meph, then it's not terrible to do.
I love Treachery, but Duress has open wounds, if you get gores, then you can love Treachery. It's more consistent dps off fanat or while on Uber Duriel, but Duress adds a lot of tanking and less need for FHR charms, so it comes with trades. Otherwise, pop it and swap it.
String of Ears, i so under value this 15%, in tests i swapped a lot and this Belt did a lot for survival, idk, it never used to feel this good.
Ground and Cure for Uber Mephisto and Lilith respectively, you can use Cure for more, if you want. I'm half tempted to keep this on as a budget build and mess with Prayer. lol
Sander's Taboo, I mean, come on, does it get much more budget? IAS, some Life, it's funny.
Rings and necks will be main varing thing across players, you can get some good stuff or maybe a maras/soj either way shoot for the recommended above.

Has it sunk in? Rhyme, goodness, goodness, goodness, I love this shield. Cannot be frozen/Mana regen(lol)/Block stats/25all/MAGIC FIND okay the last one is a bit unnecessary for what we are using it for, but sorcs?
Lastly, Lawbringer. Should i do it again? space out the text to let it sink in? This is like a mini Grief and i am far from joking. It nearly removes the need to worry in these areas. You hit so fast that Decrepify procs very quick, in fact near half of my deaths were due to it not procing. Decrepify Slows attacks, lowers the damage, and increases their incoming. Sure you don't heal back like life tab, but you don't, generally, spike with damage as much, at least with more normal gear. Hell in the maxrolls I link, my standard entry is STILL more budget than most guides recommend. I don't get it, well I do, more gear and HP = easier time. Finally we talk about Sanctuary Aura, this aura will also make ubers easier by pushing a portion of the spawning mobs every few seconds. Negating a lot of chip damage and clearing the area to move from UBER to UBER.
Next test is a budget tank, something that CAN kill, but, itself, is hard to kill. I think Lawbringer and Duress will be min req for all builds, very strong budget options.
Online journey/Budget referencing.
Usually take Sorc and pally through Day one solo and do tomb/trist/cow as available. Sets up smiter and sorc within a week or 2.
