Is this the same item that is referenced in the guide?

Lancer prefix gives + 3 Jav skills

That would make your item (the item value guide is refering to)
+6 Jav skills/40 IAS

so basicly your item is missing the Lancer prefix.

Javelin of quickness were sold on diablo2.io so far and both for a lot less than in the pricing guide mentioned. I have my doubts you can find a buyer willing to pay much for it:
