PK - is there not a cooldown on WPs?

I thought there was a cooldown before being able to enter a waypoint when you go hostile?
This guy almost got me (you can see him on map), but then got my friend in another game using same method

It doesn't appear he was using a WP. Looks like he was standing right by the entrance then waited for you to take the TP then hostiled while in town and tried to pk you.

Who hurt these kids so much
In most cases, these kinds of tricks are learned when someone else performed the exact thing on them. Better to have seen it in softcore than hardcore.

I saw that same char do this in a HC act 4 game and actually got the pk.
Same method, traps and tp right outside of town. He walks into town before hostile.
