HRs - to trade or to cube?

Description
So, since the release of D2r I've been lucky enough to drop some HRs in which i was to trade up and get a Ber and Jah to make my first Enigma. I decided to want to make a Fortitude, in the time I've been able to get multi Ists/Vexs and an Ohm by trading, as I'm struggling to find a Lo for anything less than a Sur or 2xOhm, would i be better off just cubing up to a Lo at the point?

Thank you, I played D2 years ago but never LOD so i was new to runes and all, i learned quickly, but I wasn't sure if it was best to hold out or just cube HRs aside from Gul.
Sur -> Lo You will get 20 different requests
Lo -> Sur (probably in game for a naive person or something)
Right now, for some reason Ber prices are still increasing, even more so than Jah, which I did not expect.
This is to the point where I no longer Key farm, since cubing up to Ber is very very hard (boils down to trading Lo + Vex for Sur).
I hope I can find a Jah or Ber in game.

I cube everything up to Lem, from Pul to Ist I partially cube up, but always leave a certain number of Lem- Mal runes in stash (5-6) for Upgrading Items.
I keep 1-2 Gul just in case, otherwise I cube them up to Vex (or Ohm).
Except for Sur, which I cube directly.
Have to say that I found Jah Ber quite early on and I am not on the Enigma trip.
I wouldn't have cubed them up back then because I think "too much is lost".
I rather hope that I find the higher runes that I need (mostly Lo in my case, which of course drop the least for me) ... even if it takes a week or two.
