I would price this between

Helm is always competing with

Shako and that beats this in most cases. What stands out is obviously the FCR and decent Strength bonus. I could see some Lightning Sorcs potentially interested in FCR circlets like this to reach the max breakpoint. FCR rare circlets/tiaras/diadems are much more achievable than Griffons. The dex and mana are low and don't add too much. If those rolls were instead vitality and/or resists I would price this higher
