D2R 2.5 Rotting Fissure is one of the new Sundering Charms.
When placed in the inventory (not in Horadric Cube), it reduces all enemies' poison immunity (100%+ poison resistance) to 95% resistance as well as confers -70% to -90% poison resistance to your character.
Poison resistance is listed directly in your character screen and negative values can be offset by any +% poison resist gear.
Rotting Fissure only drops from champion, superunique, or boss-type monsters in terrorized zones on Hell difficulty with a relative drop chance of 2:17 (on average 2 in 17 sunder charms dropped could be rotting fissure).
D2R 2.6 Now also available in offline games and nonladder online games.

Rotting Fissure
Rotting Fissure sits in a good spot among sunder charms, with Death's Web, Plague, and Grief providing substantial sources of -X% to Enemy Poison Resistance. Just as Flame Rift has Flickering Flame to compensate for the charm's massive fire resist penalty, Rotting Fissure can be completely compensated for with Bramble. Finally, as with Cold Rupture and Thawing Potion, consuming several Antidote Potion can cheaply mitigate the poison resist penalty of Rotting Fissure as well.
None of the "Original Sundering Charms" ( Black Cleft, Bone Break, Cold Rupture, Crack of the Heavens, Rotting Fissure, Flame Rift) can be obtained in RoW (Reign of the Warlock).
They have been replaced by the new "Latent Sundering Charms":
