Can't really find much more info online than "attack speed removes a frame at certain breakpoints that the character needs to attack"
Tho I have seen

Frenzy barbs attack faster than the animation.
But is there a

Cap where it can't go higher? I know it also depends on the base item.

I play non-ladder SC only, from EU but can trade in all regions

All skills have a maximum achievable breakpoint after which increasing IAS or FCR does nothing.

IAS is usually not as easy to calculate as cast rate for casters as it has more possible variables.

I tried to re-create the slowest possible attack speed with the calculator and reached 134 frames per attack (one attack takes 5.36s).
Interestingly, the speed went up when I went from a [10] to a [20] weapon.

I challenge you to find something slower

Do the 10 and 20 weapons have the same type (and both 1 hand or both 2 hand)?
If yes, it seems like a bug...
If not, the 20 weapon is probably a "faster type" for the class than the 10 weapon

(For example druids attack faster with 2 hand Axes or Polearms than with 1 hand Axes or 1 hand Swords)
