Seeing the +1 to necro skills, was wondering if the army of a summon necro would benefit from that 30%ED or if it's only when I land hit with my weapon, which I guess would be a useless
Helm in this case?

Yes this only applies to your damage, not your minions.

No, just the +1 skills. so a Lore (
Ort +
Sol) would be much better than this.
