All depends on your IAS breakpoints. If it gets you to the next one, then might be worth it, but personally I wouldnt recommend using a socket quest on this item unless you're playing oldschool without runewords.
How do you want to use it? That would mostly dictate what goes in it.

Zero 187 is right though, it’s a cool sword, it’s really not bad as an offhand on a ww or Frenzy barb, but it does get outclassed by even mid runewords.

Or if you have bazzilion Ber runes and the right break points, a 15/40 jewel

WW for certain. Budget is any rune, but not a 40/15 jewel unfortunately. And yeah I have x2 PB Grief but since I play on mostly P1 it doesn't really matter at this point, can be a hipster with The Grandfather.
