Possible to get a lower ilvl GC from big 3?

I have a special spot in my stash for storing grand charms that drop off Diablo,

Baal, and

Nihlathak. I just rerolled one with a Vita affix, and it rolled +40. I know in my brain and heart this means I've been wasting pgems on it, and the only possible reality is it's a sub-ilvl 91 GC. But really though?

Is it possible for Hell Diablo/

Baal/

Nihlathak to drop a lower ilvl GC (I'm certain the answer is no)? Is it possible for a top-ilvl GC to reroll with a lower-bracket Vita affix (equally certain the answer is no)?

Is it mostly possible that I mixed up my charms, or what I thought was from

Nihlathak actually dropped from a nearby mob (thinking this is a pretty solid yes)?

As far as I know, a GC from these 3 is guaranteed to be able to roll up to 45 life, but it can roll anything below that as well

I got GC from CS as well and they reroll sometimes pretty low. For example, required clvl below 20 and then again a +10 max damage which requires clvl 63. One day i will hit it, im sure. Within the next 10 years or so

So keep on rollin!

Thanks, hopefully I'm wrong then. My understanding was that the affix would still be right for its ilvl bracket, i.e. a Vita would always be 41-45. If that isn't true I'll hang onto it. The other ones I'm holding have rolled 41+, so it's just this one I'm unsure of.

Don't waste your pgs on anything else but Diablo,

Baal grand charms.

There is no point in rerolling CS grand charms if you are looking for the best possible outcomes.

Affixes work exactly like treasure classes in the sense of availability: if the topmost can roll, the bottommost can roll also.
If the GC dropped from one of those three, its item level is set in Stone, and it can roll any GC affix.

I don’t like to use

Nihlathak charms cause it’s hard to know if he actually dropped them with all the mobs around him.

So there is the possibility it’s not a

Nihlathak charm but with that being said even charms from those three can roll anything they just have the ability to roll over 40hp

Does that mean a

Baal GC could roll a +41-45 Vita affix and a +36-40 Vita affix? The stat ranges of affixes are bracketed, and it isn't like you can get a +17 "of Vita" GC. So when I see "of Vita" that's less than 41, to me that signals the charm has a lower ilvl. I'm pretty sure when my other

Baal GCs were sub-40, they were Sustenance affixes.
