Yes, I have met lots of cow heralds. But if you haven't spawned a Herald yet, just one T1 Cow Herald will spawn in the cow level. For this you must kill about two-thirds of the cows. There is just a very small chance that a second Herald (T2) spawns and only if the first heralds spawned very early (between 52% and 56% zone completion).

Do you maybe kill just a few cows? Maybe just The Cow King?
I don't know if I could call that luck, since the drops are garbage, but I've seen lots of cow heralds, even two per run sometimes

Very strange. And you are sure that the cow level was terrorized?
You cannot force a cow TZ with a shard. It must be a 30 min server TZ.
