I would say Khalim's Will for sheer attack speed, attack rating and lightning damage (which IMO is better) since ( Andariel is best example of early) you already have fire damage (Andy is weak to fire) with Holy Fire and attack speed will grant more final dps.

back in the day on classic ladder i used to use the Flail. Holy Freeze Charge Zeal is a wicked combo.
Speaking of stats, Khalim's Will is better because of 50% IAS on top of comparable damage. Problem is: You must have a low level character that hasn't finished A3 yet on your account to hold it . Hellforge Hammer requires just a char not having finished normal hellforge, which everyone should have. You can just throw it away and get it back within a minute if you need it again. That's why i usually end up with Hammer.
