Can be used to make Runewords:
You mean Diadem 
Diadem can roll any affix, even if you imbue with a level 1 character, because of qlvl (85) and mlvl (18)
Alvl = Max(1, 85) + 18 = 103
Tiara can have up to alvl 83 if you imbue with a level 1 character (and so cannot roll some affixes like 2 to class skill - alvl 90)
Alvl = max(1, 70) + 13 = 83
You need a level 77 character to imbue a Tiara and get alvl 90...
