There's no best. I have all 3 in use. It all depends on your build, gear and specific needs.
I would say, if you don't need that 10 ias or mana leech from Nosferatu's, String of Ears is considered the most useful for a Barb/Pala/Druid due to its damage reduction and life leech. And it can be easily upgraded to a Spiderweb Sash for additional defense at no cost of attributes.
I'd rank Verdungo's the lowest of those belts.
For low items I also accept: Perfect Amys, Ral, Hel, Tokens, Keys. Please don't offer runes lower than Pul (with the named exceptions).

I'm currently running a dragondin, I'm still puzzled if most of my damage comes from fire or physical? (I run Conviction and Zeal most of the time), I assume it's mostly fire? and if so, does fire facet/ Defender's Fire increase my Holy Fire pulse damage? It has come to a point where I'm too embarrassed to ask this question Q_Q

+% Elemental Skill Damage does increase both your melee fire damage and your aura pulse damage.

Yes, minus enemy fire res works.
But the main value of this is to please the eye and show off that you have a torch to other players.
The damage is only relevant if you run through normal.

mdr is calculated before resistances, so it is not very useful against elemental damage except for Energy Shield builds.

Note that elemental damage reduction from Cyclone Armor can happen after ES. The order of appliance depends on the order of casting those 2 spells. "correct" order is first Cyclone Armor, then Energy Shield (to have CA being applied after ES).
