Arreat's and Jalal's are the bane of Barb and Druid circlets.
Sounds about right. Arreat's is so good that a Circlet really has to deliver on pretty much every front. None of that "wasting an affix on 13 energy" nonsense. 
If you find a +2 Barb Circlet with dual socket one with all res, magic find and + gold find then please contact me.

Unless barb Circlet has 20 fcr and/or 2 open sockets, it can be Charsi'ed
