If it had +3 War Cry it'd make a decent Delirium Helm for a singer barb, without it, all you have here is a BO prebuff Helm. But it's real weakness is the lack of 3 sockets, and being superior, that means you'd have to spend a Larzuk socket reward on it, which is arguably worth more than the Helm itself.

This of course assumes the Helm's ilvl is high enough (ilvl 26+ IIRC) to qualify for 3 sockets.
