I am always lagging in europe.
To find out if it is your isp or else, you can use some trace tool . But even it is , there is nothing you can do.
HC is you feel anything not right or not feel good, don't play. There are too many limitations that I dont like to play.

Favor Perfect Amethyst over Perfect Skull...
These days, I don't need that much Perfect Skull, it is less encourage to pay in Perfect Skull but it will treat slightly better than Perfect Gems.
