Yes, it is a known issue. Charge #2 of
Phoenix Strike
can cause the same issue (I've had it happen a few times vs dclone), but it's much less frequent compared to charge #1. As far as I know, it happens mostly when fighting bosses, presumably due to needing to kick much more before the target dies.

You can try to purposely lower your attack speed (for example by using a slower base - like Greater/Feral Claws rather than Greater/Runic Talons), or reducing graphics settings. Not sure if graphics settings will actually affect it, but reducing attack speed should. It will be OP either way.

You can also try leaving
Dragon Talon
at 1 hard point. You will get much fewer kicks but should have the same overall effect as reducing attack speed. You will still destroy everything. Bosses will take slightly longer to kill of course.

I'm in CET (Central European Time), so that's UTC+1 normally and UTC+2 during DST.

Yes, this is a known issue. The underlying mechanics at play are these: when the
Meteor
lands, it produces a stationary missile in each square that visibly ignites into flame. Multiple Meteors in short succession will produce an enormous number of these static flame missiles, which will strain the engine and eventually result in the game crashing. Under normal circumstances,
Meteor
and
Phoenix Strike
have enough of a delay in strikes to prevent a critical mass of these flame missiles.

As an interesting aside, a similar result can be achieved by pairing a high-level
Poison Creeper
with...nothing.
Poison Creeper
produces so many of these same kinds of static missiles with such long durations that it has been known to crash games singlehandedly, with no other effects active.
