I don't really see any use case for your staff.

IMHO magic or rare staves are useless because you can find the same on an orb and still use a Spirit shield.
Also you have to compare to runewords like Obsession. You can find a base with +3 Frozen Orb and +3 Cold Mastery and make Obsession in it which is a lot better than just +3 cold skills.

This would be usable as an orb but not as a staff.
