Slow ubers gear doubt

Hello,

I'm building this Blizzard/

Energy Shield build:

The video is a guide about how to kill ubers, which I never did yet.

The main point of the strategy is to slow the ubers proccing

Decrepify + with Slow Target in the gear.

For that, the Act V

Frenzy merc will wear:
-

Blackhorn's Face (slow target 20%)
-

Coldsteel Eye (slows target 30%)
- Lawbringer for the

Decrepify proc.

I just found this other item:

The General's Tan Do Li Ga which has Slow Target 50%.

My question is: what's the reason for that build to use

Coldsteel Eye instead of

The General's Tan Do Li Ga ?

I thought that the only role of the merc in this case is to slow the target, so it would have a total of 70% slow instead of 50% (

Decrepify aside).

Slows target by is capped at 50% on bosses, IIRC.

Apart from ST cap,

Frenzy barb merc can only wield one-handed swords, so

The General's Tan Do Li Ga, a mace, is out of question.

Another option could be Eternity with 33% ST (and other nice affixes, such as CBF, 20% CB, 7% LL).

Oh I assumed they could wear it!
