My first call would be no value - is there a Pally build you can think of that uses those skills ?

I didn't understand this and this one is obviously better, so I created this post.

You can lazurk these for 5os and make CTA. Certain paladin builds can really benefit from 1 point in Sanctuary or

Redemption. But depending on that build a user might need to burn 3-4 skill points to just get to Sanctuary or

Redemption. So having thes skills on an item (even on swap - since they are only used temporarily) can save a lot of water skill points. Combining that with CTA, which is already on swap, is a two birds with one Stone scenario.

So it's only about the Sanctuary? I guess in that case it's not much of a difference if the swap weapon has +1 or +2 to this skill...

And you'd need to socket it. Unfortunately the value of the socket quest is worth more than what the final product would be.

If it has some value with max sockets.
I would try to sell it with no socket.

For some people a

Larzuk quest is not an issue (they have some extra and/or can quickly rush to the quest).

But yes, the value will be less than one with sockets.
