First affix is useless (with 10 fhr instead or stats like str/dex would be incredible) and light res is a bit low, but these are nice Boots for sure. MF is the icing on the cake.
Perfect FRes compensate well the "hole" of Spirit, typically for a sorc.
Not sure of the exact value, but would say in high values.
