Quick question: does it make sense for a Poison Nova necro to stuff the inventory with +xx poison over yy seconds charms?

no, they only apply to attacks, not spells
edit: slightly off topic: poison charms do work with Poison Dagger (since it is an attack), but have some funky interactions: https://diablo2.diablowiki.net/Poison_damage
