I'm so so happy that Flickering Flame is a non ladder rune word now. So a few days ago I made my first Flickering Flame to help my Fire Wall sorceress, level 65. Oh boy the roll was so rubbish it went straight to the bin.
So the question is: does the character level make a difference? For example my Spirit Monarch rolled perfect (35% FCR) straight away!
Shall I wait till I enter Hell Difficulty?

Can be used to make Runewords:
The actual stats you roll on it are random within the possible ranges and pure dumb luck. Or lack thereof.
Then again, you do get better results if you roll your RWs inside nightmare cow lvl on nights of a full moon while mercury is in retrograde so...there is that.
