AFAIK it's the same as for rares & uniques. Normal to exceptional +5 base level requirement and exceptional to elite +7 base level requirement.

Somehow, I've never known this was a thing, and I've upped many uniques lol.

I'm in CET (Central European Time), so that's UTC+1 normally and UTC+2 during DST.
My profile says Ladder, but I play both Ladder and Non-Ladder.
My profile says Softcore, but I play both Softcore and Hardcore.
My Holy Grail Tracker is for Offline Hardcore.
