It is kinda a budget/"early level" Vampire Gaze 
It's a mini Vampire Gaze, with an excelent benefit of Replenish Life +30. Fastest way to get Life Steal for a Merc. Made two, one in an exceptional base and other in an elite base. My merc is using now this second one.
The Replenish Life +30 modifier translates to approximately 2.93 life regenerated per second.
