Nice, 2/20/20 + high dex (less useful than strength but not bad) + good all res + good mana.
Only "low" of this is 2 p&b instead of 2 all necro, but best tree for necro.

Super hard to estimate, there are only few slightly comparable trades.
But you hit 6 useful affixes and all rolled high.
I'd aim for 10 Jah and then go lower. You might end up with only 1 Jah in the end but with this one I'd say it's worth the try.
(Assuming SCNL)
Yes, it could have had 2 all skills or lvl 50 req or 2 os ... (So not more than 10 Jah)
But still really good for PvM.
