It's a "better than Ral" jewel for Andy indeed. But it's not crazy good neither, so try to aim for something between Pul and Ist.

Thanks @vued & @Necrarch I figured it was either at the mid-rune range with a small chance of much higher. This was actually found offline, just curious it's utility. Will certainly slot in an Andariel's Visage unless I find better!
