Seems fairly decent:

FCR at 10 -> good
24 FHR -> good
Light res 18 -> average
ED and Charge bolt -> useless
Mana roll is decent but that's all
Base is exceptional, not elite -> not great
Overall, it's only 2 good rolls and one average one, not enough to be valuable. A few pgems or keep it to level up your chars.

2nd res makes it better, but the person is probably delusional on what they expect if there is nothing else. Traderie is quite famous for having sometimes overinflated pricings.
