Attack rating is useless for necro, +2 pnb is not +2 all skills and most rolls are only average or low. I don't think it has any trade value.

It's not bad, but without FCR (esp. 20), not much. The only point to prefer a Circlet to Shako is the FCR for 90% of us, the horde of necros 
And even if some rolls are interesting (str + dex + @res), how would you prefer this to +2 all skills / +150-ish to life and mana, except for style ?
You have a chance for lower than Shako though, check the current price history of it and go down two runes.
