This basically seems like a "budget version" of Mara's for Paladins. I was wondering if this would be worth an Ist rune, given that this seems to be slightly less than what a bad mara's would be. Would love to hear input though.

The other aspect is that +2 all skills is better than +2 all Paladin skills, typically whenever you use Call To Arms to boost life and mana, where +2 all applies, not +2 all Pally.
Hence it's not a bad Mara, it's way lower.
