Does this have any kind of value? figured it looked kind of neat. If only it had replenishing quantity.

You could use it to proc AD but I think anyone who wants that would prefer Atma's.
I would not even bother bringing this to Charsi.
You want replentish quantity on ethereal items, ideally with 40 IAS and at least 300+ ed.

For proc Amplify Damage, if you consider using a weapon for that, go for Lacerator (or Lawbringer w/ Decrepify) instead of Atma's Scarab as the chance to trigger is higher.
