With +2 warcries instead of combat skills it would have some value as bo Helm but so I don't think so. Arreat's Face is cheap and pretty good.
Hmm, notice that it's level 30, so may be usable for LLD. I don't know LLD enough though, will ask someone better than me.

And 5bo are prebuff, 5bo 2os + life is used in BvB , fcr on Circlet are always needed wich is important because you use tp staff on switch as barb vs any matchup that is not another barb
